The Ocean is dying. The humans are polluting our water with their chemicals, their oil kills us in our own habitat, getting in our gills and drowning us. The nets they us to fish, capture more fish than can be reproduced that year. They hunt off the last whales swimming in oceans, kill the dolphins by the beaches when all the dolphins wanted to do with them was comfort and make the human happy. They are disgusting creatures, and think that they rule this world. But they don't. Our cities are the jewels of the sea, more impressive even than the humans great cities.
(Now since I don't know what you want to rp, here is two different views of this story....)
Human contact is strictly forbidden among our kind, and talking to a human can mean death for both, the mereperson and the human. We haven't survived this long by letting the human know we exist, and we won't risk it now. We don't want a war between the two sentient races of Earth, and it would be a deadly war, for both sides.

Among our kind there are the merepeople that advocate Ocean Rights and want to destroy the human for what they are doing to the Ocean. They are threatening war and every day it seems like we are getting a little bit closer to that war. Threatening to expose our existance everyday by the Ocean Rights acts they are pulling on the humans and their ships. Most of our people don't like what the humans our doing to the ocean, but they don't want to go to war with the human either. Most merepeople decided to avoid war, except for these Oceanmares, who seem to want the opposite.
(Or we could try a combination of both... Whatever floats your boat)
